Monitoring

1. Publishing real-time reader and Rifidi application state changes to a MQTT message topic (with configurable end points)

1. LLRP - Logging in issue putting session in state which requires rifidi restart
2. LLRP- added additional info logging during login state
3. Rest - added SetOperationsAsync for LLRP send operations
